Grants and Funding

Find funding to enhance your organization’s ability to create, maintain and develop public libraries in the Grand Duchy of Luxembourg.

And, by the way: Applicants for FëBLux grants do not need to contribute any own funds. 

Grant Information

Grants are helping public libraries to “supplement the work of the schools in developing the reading tastes of children and young people, helping them to become adults who can use books with appreciation and profit.” (1st Unesco Public Library Manifesto, 1949)

We award financial ordinary and extraordinary micro-grants to organisations of all types and sizes that are supporting public libraries in the Grand-Duchy of Luxembourg.

Apply for a grant to fund your organization’s investment expenditure (for new buildings or extensions, furniture and fittings for new buildings or extensions, IT systems (software and hardware)) as a priority.

Or, for a limited period of time, to fund general operating expenses, like staff salaries, various rentals, the acquisition of documents and licensing agreements, bookbinding, the IT network (operation and maintenance), telecommunications, building maintenance, utilities (electricity, water, sewerage, heating, etc.), the repair or replacement of furniture and equipment, events, etc.

We are tending in our annual assessment of the submitted support supplications to primarily support sustainable investments. This means: We rather encourage investments in infrastructure as in events.

Grant Policy

We are following the Recommendation CM/Rec(2023)3 of the Committee of Ministers to member States on library legislation and policy in Europe (adopted by the Committee of Ministers on 5 April 2023 at the 1462nd meeting of the Ministers‘ Deputies), based on COUNCIL OF EUROPE/EBLIDA GUIDELINES ON LIBRARY LEGISLATION AND POLICY IN EUROPE (DECS/CULT/POL/book(2000) 1), Chapter 7, Library financing, Point ii:

„The financing of libraries should be mostly the responsibility of public authorities. Library services partly funded from other sources should not interfere with librarians’ professional integrity nor with the selection of library materials, and should not undermine the fundamental principles of free access and of certain basic services being free of charge.”

Ordinary Grants

What you need to know to apply.

We award ordinary grants once a time a year.

Application opens at the end of November / beginning of December, always after the 24th of November.

Application closes normally the 15th of January of the following year. If the date falls on a weekend or a holiday, the deadline will be the next business day.

Decision date by the EC will take place normally one week after the 15th of January.

Grant banking transfers will be done in the week following the decision date by the EC.

Extraordinary Grants

What you need to know to apply

We award extraordinary grants (french: subsides extraordinaires) throughout the year in case of emergency, short decision making needed or big crucial financial investments.

Application is open throughout the year.

Decision date by the EC will take place rather quickly, as soon as possible.

Grant banking transfers will be done in the week following the decision date by the EC.
