Hervorragende Opfer haben auf diesem Gebiete die luxemburger Volksbildungsvereine geleistet. Die kommunale Initiative hat, mit Ausnahme einiger Industriezentren als Esch a. d. Alzette, Düdelingen usw., fast vollständig versagt. Es bleibt also auf diesem Gebiete dem Gesetzgeber fast noch alles zu tun. 1928 … „Die kommunale Initiative hat, […] , fast vollständig versagt.“ 5 local libraries existed in the Grand-Duchy in the year 1969 (end of the 1960s: beginning of the dissolution of parish catholic libraries, union libraries (LAV), libraries of the Amitiés françaises and rental libraries). In 2019, 50 years later, this number had only increased to 6! And since July 2022, due to the municipalisation of the community library in Troisvierges, the country actually counts 7 local libraries. In 2023 86% of local communities of Luxembourg, which represent 379.889 persons, respectively 57% of the Luxembourgish population, have no public library on their territory.
Note: If public libraries supported by associations (also called „community libraries“) would not count as real public libraries (100% sustained by cities), 93% of local communities of Luxembourg (93 of 100), which represent 426.114 persons, respectively 64% of the Luxembourgish population, would have no public library on their territory.

The financial support is spent for
- construction and equipment,
- animation and animation material,
- training,
- staff costs [limited in time],
- technical support,
- expertise and professional advice,
- projects for the increase in professionalism,
- modernization and evaluation,
- cooperation with other national and international stakeholders,
- awards and scholarships in the field of international cooperation,
- awards and honors and/or
- support for the establishment of a central institution for public libraries.

The FëBLux tends in its annual assessment of the submitted support supplications to primarily support sustainable investments. This means: We rather encourage investments in infrastructure as in events.
